Permit & Carry Requirements

Oregon is a shall-issue state requiring a Concealed Handgun License (CHL) for concealed carry, issued by county sheriffs. Applicants must be at least 21, demonstrate competence with a handgun, pass a background check, and meet all eligibility requirements. Open carry is generally prohibited in incorporated cities and towns under Oregon law.

Reciprocity

Oregon honors concealed carry licenses from states that have reciprocity agreements with Oregon. The Oregon CHL is recognized by a number of states. Non-residents visiting Oregon should verify current reciprocity status, as Oregon's agreements are limited. Oregon has an active red flag law.

Prohibited Locations

Oregon prohibits carry in schools and on school grounds, courts, state and federal government buildings, correctional facilities, police stations, airports, medical facilities, and any posted private property. Oregon Measure 114 attempted to implement additional restrictions that are subject to ongoing legal challenges.

NFA Items in Oregon

Oregon permits federally-registered NFA items including suppressors, SBRs, and SBSs. Oregon has a 10-round magazine limit under Measure 114, though enforcement has been subject to ongoing litigation. The $200 NFA tax stamp elimination effective January 1, 2026 applies to Oregon residents acquiring NFA-regulated items.
