Permit & Carry Requirements

New York is a shall-issue state requiring a Pistol License for concealed carry, issued by local licensing officers (typically judges or police commissioners). Applicants must be at least 21, pass an extensive background investigation, complete 16 hours of firearms training, and meet all eligibility requirements. Open carry is prohibited. New York has among the most restrictive firearms laws in the nation.

Reciprocity

New York does not honor concealed carry permits or licenses from any other state. Out-of-state license holders have no carry rights in New York City or anywhere in New York State. New York is one of the most restrictive states for out-of-state visitors with firearms.

Prohibited Locations

New York has a massive list of 'sensitive locations' where carry is prohibited under the Concealed Carry Improvement Act (CCIA), including government buildings, courthouses, schools, medical facilities, places of worship, public transportation, parks and playgrounds, entertainment venues, bars and restaurants, Times Square, and any posted private property. Posted signs have the force of law. The list effectively covers most public spaces in New York.

New York prohibits suppressors and SBRs regardless of federal registration. New York has a 10-round magazine limit and one of the broadest assault weapon bans in the country under the NY SAFE Act. Machine guns are also strictly prohibited. These state prohibitions are enforced aggressively and carry significant criminal penalties.
